West Regional Road (St. Albert)
ISL has undertaken a series of engineering assignments on the West Regional Road project from the south city limits (137 Avenue) to McKenney Avenue north of the Sturgeon River including functional planning (2000), preliminary engineering and detailed design (2003/2004), and construction monitoring/contract administration (2005/2006). The overall project cost is estimated to be $12 Million. The project scope called for design of the entire project and construction of the first phase (first half of a four-lane undivided arterial standard roadway), including the bridge crossing of the Sturgeon River.
The assignment included project management; functional planning; preliminary and detailed design of the roadways, the Sturgeon River bridge, and the stormwater management system; and the environmental, landscaping and geotechnical components. ISL managed a team of subconsultants who provided environmental, illumination, public input/stakeholder communication, geotechnical and quality control services.
Project challenges which were addressed included the development of route location options; full investigation of environmental impacts associated with crossing an existing landfill site, a former (abandoned) sewage lagoon, and the Sturgeon River in close proximity to Big Lake; and the ongoing intense public scrutiny throughout the planning, design and construction phases. The entire project has been designed and constructed in accordance with extensive restrictions aimed at preserving and enhancing the unique environmental surroundings. Geotechnical and environmental innovations included installation of wick drains and a collection system to isolate potential leachate, conversion of the existing stormwater management pond into a wetland, and the implementation of fisheries compensation measures.

The list of Canada’s “Green 30” organizations, based on employee perceptions about their record on environmental stewardship, was released today by Aon Hewitt. The list was developed based on employee responses to questions in the 2011 Best Small and Medium Employers in Canada survey. Over 130,000 employees at more than 250 organizations were asked about their employer’s environmental practices. ISL ranked within the top 30 companies whose employees have a positive perception of their efforts.
