Capital Region Board Land Use Plan

In June 2009, the Minister of Municipal Affairs directed the Capital Region Board (CRB) to complete additional tasks under tight timelines to support the Capital Region Growth Plan (CRGP). The CRB retained ISL to complete the prescribed land use tasks.

24 Member Municipalities

To complete the work, ISL reviewed growth plans in other regions, established an understanding of land use documents and activities of all 24 member municipalities (municipal development plans, land use bylaws, etc.), formulated policy recommendations and prepared GIS-based mapping.

Consultations

Density targets were to be established, along with graphic representation of transportation, utility and recreation corridors. In addition, ISL consulted with the CRB’s Planning Advisory Group, Land Use Committee and the administrations of member municipalities to establish accurate totals.

Study Results

The results were published in the October and December 2009 Addenda to the CRGP and approved by the CRB. The Minister issued a Ministerial Order to formally approve the CRGP and Addenda in March 2010.

Southeast LRT Planning Study

Edmonton, AB

In the context of strong economic and population growth, the City of Edmonton sought to expand their Light Rail Transit (LRT) network. ISL provided Land Use Planning and GIS/Mapping services to support the development of concept plans for a preferred LRT alignment between Mill Woods and Downtown.

Two Phases

Carried out in two phases, the team identified and screened the alternative LRT route alignments, helping determine the ultimate route from Downtown to Mill Woods.

Current and Planned Land Uses

The final report included a review of land use plans, municipal population and employment growth forecasts and a composite image of current and planned neighbourhood land use.

Activity Centres

Activity centres and neighbourhood nodes were identified for possible station locations, and alternative alignments were evaluated against route-based and station-based land use criteria using GIS analysis.

Port Alberta Industrial Park Inventory

Edmonton, AB

Port Alberta is an industry-led economic development association based in Alberta’s Capital Region aimed at providing transportation, logistics and supply chain solutions to connect Alberta’s economy to worldwide markets. ISL was approached to prepare an inventory of industrial parks within the region and to profile businesses in these parks participating in manufacturing, warehousing, transportation and logistics.

48-page Brochure

In 10 weeks, a 48-page marketing brochure was produced featuring profiles of Port Alberta and the Capital Region, an overview of major industries and industrial projects, the locations of dozens of industrial parks within seven large geographic sectors in the Capital Region and profiles of 240 businesses in these parks. Colourful maps, photographs and striking graphics supplemented the brochure.

Chinese Delegates

The brochure was provided in both English and Chinese. The project was completed in time to allow Port Alberta to distribute the brochure to delegates in China in November 2011.

Rising Profile

The brochure will be used to elevate Port Alberta’s profile among municipality and industrial business leaders and industrial parks and business and economic development associations within the Capital Region.

Central Peace Land Use Bylaw Reviews

Central Peace Region, AB

ISL was retained by Saddle Hills County, the Municipal District (M.D.) of Spirit River No. 133 and the Town of Spirit River to complete a comprehensive review of each municipality’s existing Land Use Bylaw (LUB). The project was overseen by a Steering Committee consisting of representatives from the three client municipalities.

Key Updates

Some of the key LUB updates included the preparation of wind energy conversion systems (WECS) regulations, parcel size regulations and an airport vicinity overlay based on federal guidelines.

Airport Vicinity

The team also prepared parcel-based LUB maps in colour for all three municipalities using GIS. The LUB maps for the M.D. and Town included an airport vicinity overlay around the Spirit River Airport.

Inset Maps

The team used Saddle Hills County’s tax roll information to expedite the preparation of its overall LUB map. As the County covers a significantly greater area than the other two municipalities, its overall LUB map was supplemented with a series of separate inset maps for a total package of 19 LUB maps.
