During the extreme flooding of Southern Alberta in 2013, Provincial Highway 532:02 and Forestry Trunk Road South were dramatically impacted, as various sections of the highway and bridges were washed out. In assessing the situation, ISL  was faced with numerous design and construction challenges due to the extent of the damage.

As with many of the Southern Alberta flood repair projects, an aggressive project schedule was required to restore the damage portions of the highway and the three standard bridges (BF 77508, BF 77509, BF 77501 and BF 84588). Since the flood event, ISL has provided rehabilitation and reconstruction recommendations to AT which has included the rehabilitation of four bridges, highway wash out repairs, bridge sized culvert replacements, various creek realignments and the design and construction of fish habitats.

The restoration schedule outlined by AT was very aggressive, with the ultimate goal of restoring portions of the highway as quickly as possible to ensure the road way was passible. Included in this was the ability to respond rapidly to changing conditions, contractors and coordinate environmental approvals. ISL’s understanding of AT’s requirements and expectations related to Design and Tender preparation ensured a quality tender was delivered to the Department under tight deadlines, challenging conditions and coordination with various environmental agencies including AESRD, DFO and Public Lands.

The existing bridge culvert on the Livingstone River required environmental sensitivity as it is a critical habitat of the Westslope Cutthroat Trout and thus considered under the Species at Risk Act. In order to minimize the disturbance to the watercourse and limit the environmental impact, a single-span concrete girder bridge was selected as the optimal solution on the Livingstone River.
