ISL Announces New Executive Leadership Team

ISL has evolved over the years — growing to more than 600 professionals across 15 offices throughout Western Canada. As our team continues to grow, we’re focused on strengthening the collaboration that makes great work possible.

To help guide this next phase, we’re proud to introduce our Executive Leadership Team (ELT). Led by ISL’s President and CEO, Kevin Terness, the ELT is a group of experienced and trusted leaders dedicated to strengthening ISL’s foundation and ensuring seamless integration across all regions and disciplines.

This new structure supports ISL’s long-term growth strategy — making it easier for our teams to integrate expertise, align priorities, and deliver the same local knowledge our clients value.

Meet The Team:

Randy Heaps

Chief People and Administrative Officer

With more than 25 years at ISL, Randy has played a key role in the firm’s growth and people-focused culture. From Landscape Architect to COO and now Chief People and Administrative Officer, he has helped shape ISL’s operations, governance, and leadership development. Randy continues to guide corporate services and support ISL’s Vision 2030, drawing on his long-standing commitment to collaboration and community.

Tony Plamondon

Chief Operating Officer

Tony has spent over two decades at ISL, shaping the firm’s transportation practice and operational excellence. Beginning his career as a Project Engineer, he advanced through a range of technical and management roles before taking on his current position as Chief Operating Officer. Tony works closely with teams across offices to align resources, strengthen collaboration, and deliver consistent value to clients.

Shawn Moser

Chief Financial Officer

Shawn has been part of ISL since 2012, progressing from accounting roles to Chief Financial Officer. He manages the firm’s financial planning, reporting, and tax functions, and provides analysis to guide corporate growth and investment decisions. Drawing on his background in both public and private sectors, Shawn brings a balanced perspective to ISL’s financial strategy and is valued for his collaborative, people-focused approach.

Geoffrey Schulmeister

Chief Risk Officer

Geoffrey has been part of ISL for over two decades, bringing a strong background in water resources engineering and corporate governance. Throughout his career, he has helped refine company processes and strengthen approaches to risk, compliance, and legal affairs. As Chief Risk Officer, Geoffrey provides practical guidance that supports sound decision-making and safeguards ISL’s integrity across all areas of operation.

Chris Boit

Regional Director: BC / Yukon

Chris is a civil engineer with more than 20 years of experience leading infrastructure and community development projects across Western Canada. Since joining ISL in 2008, he has helped grow the firm’s presence in BC from two to seven offices while fostering collaboration and technical excellence across teams. Recognized for his mentorship and practical leadership style, Chris continues to strengthen ISL’s regional connections and commitment to clients and communities.

Sean Novak

Regional Director: AB / Saskatchewan

Sean brings nearly 20 years of experience in community development and business strategy. Since joining ISL in 2005, he has advanced from Project Engineer to Regional Director, guiding teams across Alberta and Saskatchewan. Known for his collaborative approach and innovative mindset, Sean focuses on building strong relationships, driving efficiency through new ideas.
