GREAT CHIEF PARK ENHANCEMENT PLAN

About This Project
The City of Red Deer retained ISL to prepare an Enhancement Plan to guide the long term upgrading of Great Chief Park, the premier sports park in central Alberta. This 16.5-hectare park includes two baseball diamonds, two fastball diamonds, a combined soccer/football field, the Kiwanis Picnic Site, a 10-hole pitch n’ putt, as well as various support facilities and park amenities. The Recreation, Parks, and Culture Community Needs Assessment identified both the need for the park to be upgraded to accommodate its use as a sports field site, as well as the potential of the park to serve as a festival site. The Enhancement Plan was prepared after extensive consultation with stakeholders through focus groups and then through meetings of a stakeholder advisory committee. The Plan provides specific recommendations for short term facility and infrastructure upgrades, as well as major redevelopment projects including upgrading the football field to an artificial turf field for football, soccer and long track speed skating. The final Plan was strongly supported by the stakeholder groups and was approved unanimously by City Council.
ISL engaged a multi-discipline design team through the schematic design, design development, contract documents, and administration services and addressed the following key project elements:
- Reconstruction and reconfiguration of existing parking lots
- Bus layby and drop-off
- Internal road improvements
- Dual purpose high performance field (speed skating oval and artificial turf field)
- Central pavilion building
- Sports field maintenance building
- Utility servicing extensions and on-site stormwater management
- Upgrades to trails, walks and urban plazas
- Site landscaping and fencing
