About this Project

ISL was retained by the City of Grande Prairie to prepare an Area Structure Plan (ASP) for 19 quarter sections in an area recently annexed into the City in proximity to Hughes Lake, the Grande Prairie Airport, and the proposed Highway 43X around the City. The intent of the ASP is to accommodate proposed commercial and industrial development for a majority of the area.

Following the development of the Hughes Lake ASP the business and industrial area will have the capacity to accommodate the large industrial user as well as the smaller business by offering a variety of settings that match each business’s specific spatial requirements, adjacency to similar businesses, while all in close proximity of city services, the Airport and significant highway infrastructure

ISL organized workshop events to gather feedback on the draft ASP. By working with the City, residents, and stakeholders throughout the engagement process, ISL established a plan area and policies to promote industrial and commercial development while respecting the interests of adjacent landowners, and protecting environmentally sensitive areas.

Hughes Lake is an important Trumpeter Swan habitat.  ISL created environmentally responsible development guidelines for industry that are integrated and are authentic and transparent.

Balancing the needs of many different landowners and stakeholders to develop a comprehensive ASP. An important issue for many stakeholders was the right to farm and integration of existing country residential uses. The Hughes Lake ASP protects the rights of existing agricultural uses and associated farming activities.
