About This Project
The Veterans Memorial Parkway and Goldstream Avenue intersection in Langford is one of Vancouver Island’s busiest crossings—and among its top 10 crash locations. As a key connection point to the E&N Regional Trail, downtown Langford, and nearby transit hubs, the intersection serves thousands of people moving through the community each day. However, the previous design resulted in long crossings and frequent conflict points for people walking, cycling, and driving—underscoring the need for safety and accessibility upgrades.
To address these challenges, the City of Langford engaged ISL to redesign the intersection using a Safe Systems approach—applying design strategies that reduce both the likelihood and severity of conflicts, while acknowledging that people make mistakes and ensuring the intersection is forgiving when they do.

Key features of the redesign include:
- Shorter, more direct pedestrian crossings to reduce exposure to traffic.
- Dedicated cycling crossings for safer, more intuitive travel.
- Curb extensions and median refuge islands to improve visibility and provide safe waiting zones.
- “No Right Turn on Red” signage to reduce conflicts between drivers and vulnerable road users.
- Wider, more accessible corner islands and tactile indicators for people with mobility or vision challenges.
Completed in 2025, the redesigned intersection now supports safer, more comfortable, and more accessible connections for all users, helping Langford build a more resilient and people-friendly transportation network.
