About This Project

Originally constructed in 1961 and renovated in 1987, the 8,000 sq. ft. Peacock Sales Building has been reimagined as the new home of the Child Development Centre (CDC) in Whitehorse. ISL provided structural consulting services to assess the existing building and guide its transformation into a modern, inclusive community facility.

What began as a structural assessment evolved into a full redevelopment that supports CDC’s mission of delivering early intervention and therapeutic programs for children and families across the Yukon. ISL’s scope included reviewing legacy drawings, conducting site investigations, and analyzing key structural elements under gravity and lateral loads. Our team recommended targeted upgrades and reinforcements to meet current building codes and accessibility standards, assuring the building’s safety, resilience, and long-term serviceability.

Reflecting ISL’s values of community connection and sustainable innovation, the project came to life through close collaboration with the design team and contractors. The completed facility meets all technical requirements and embodies the welcoming, functional character of Whitehorse, rooted in its community and place. The building’s central location and historical character were preserved, while its new purpose enhances service delivery and supports child development throughout the territory.

At ISL, we believe infrastructure should enrich lives. This project exemplifies our commitment to building spaces that further inclusion, strengthen community ties, and reflect the unique identity of the North.
