About this Project

With one of the highest population growth rates of the Edmonton Metropolitan Region (EMRB), Beaumont Council began a strategic process in the fall of 2017 to identify and prioritize actions to manage growth and mobility demand. As part of this process, the City engaged ISL to review and update the Central ARP (Our Centre-Ville), ensuring alignment with key directional plans and strategic pillars for change to move from vision to action in Beaumont’s Downtown.

The update of Our Centre-Ville included an infrastructure servicing study and the development of a parking strategy. A review of Beaumont’s Urban Design Guidelines was undertaken with developers and builders to understand the authentic qualities that make Beaumont distinct and remarkable.

Based on this work, and actions recommended in an Economic Development Framework completed concurrently, Our Centre-Ville breaches the gap between Beaumont’s strategic policies and a spatial reality defined by local and regional growth pressures, land use regulations, and the new EMRB Growth Plan policy framework.

Our Centre-Ville has a cultural foundation and its main purpose is to transform Downtown into a welcoming destination that brings people together, creating a sense of place and belonging.

Using an evidence-based approach and the input gathered from the community, ISL identified four precincts within the plan area. Land use and built form policies were assigned to each precinct to:

  • Intensify residential uses through higher density, mixed use and transit-oriented development;
  • Create pedestrian-oriented environments with French character architectural elements;
  • Increase the amount and quality of public space and parks, as well as pedestrian and bike connectivity;
  • Create a multi-modal transportation network to serve development in Downtown Beaumont; and
  • Support regional and municipal sustainability goals.
