About This Project
The Lloydminster Wastewater Treatment Facility upgrade transformed an aging lagoon-based system into a modern, high-performance treatment facility—meeting federal environmental regulations and supporting long-term community growth.
ISL served as the Owner’s Engineer, guiding the City of Lloydminster through every stage of this complex, multi-year project. The team led engineering design and project management services, which included recommending a switch from a traditional Design-Build model to Integrated Project Delivery (IPD) – a move that proved essential for project success.
Faced with a firm budget, tight timeline, and the unforeseen impact of the COVID-19 pandemic, ISL introduced innovative treatment solutions and strategic infrastructure reuse. The facility now features bioreactor membrane tanks, enhanced primary clarifiers, and utilized a phased construction approach that allowed operations to continue throughout construction. Advanced process and flow modeling helped reduce concrete use and streamline timelines, while digital tools like Building Information Modeling (BIM) ensured precision, coordination, and real-time collaboration.
The result is North America’s first wastewater facility delivered through IPD—completed ahead of schedule and $1.5 million under budget.
